Region 41 Reports
Early Childhood Regional Needs Assessment highlights data and stories from community members across the Region and includes strengths, family- and community-identified needs, and recommendations for how to make our local Early Childhood Education and Care (ECEC) services more accessible and equitable.
Addendum includes additional community feedback captured as our Regional Team and Action and Family Councils shared our initial report’s findings throughout the Region.
Action Plan is a living community document that focuses on the top priorities from our Region’s initial ECEC needs assessment. Council members developed Specific, Measurable, Achievable, Relevant, and Time-bound (SMART) goals for each recommendation and plans and timelines to fulfill them.
Early Childhood Needs Assessment: Focus on Mental & Behavioral Health features stories from families and ECEC providers about the challenges and successes they have accessing Mental and Behavioral Health services.
Mental & Behavioral Health Addendum includes new information about the available Mental and Behavioral Health resources shared by caregivers, Early Childhood professionals, and community members after the release of our initial report.
Action Plan Progress features the Region’s top Early Childhood priorities and highlights their goal progress and how to get involved.

Meet Your Regional Team!
Adrienne Kaesberg
Adrienne Kaesberg is the Regional Council Manager for Region 41. She is a native Illinoisan, having an opportunity to live and work in both rural and urban settings within the State. Adrienne’s career journey spans over 20 years as a Teacher, Child Care Director, Educational Coach, and most recently as a Head Start Administrator. She holds a bachelor’s degree in Early Childhood Education and a master’s degree in Curriculum and Instruction.
Adrienne is an advocate for children and families. She has worked with various community partners, including serving on the executive committee for the Greater East St. Louis Early Learning Partnership. Adrienne is married and has one amazing kiddo named Izaak who keeps her motivated to continue advocating for best practices for children and families.
Christina Owens
Christina Owens (she/her) is the Family & Community Engagement Specialist for Region 41. Christina has lived and worked in Madison County for the past six years. She is a former family child care provider and center director and has spent the last four years at Brightpoint advocating for equitable access to high-quality Early Childhood experiences for all families. At Brightpoint, she had the privilege of providing backbone support for Early Childhood Collaborations in Madison, Monroe, and Randolph Counties, as well as in East St. Louis. Christina is a certified Community Organizing and Family Issues (COFI) trainer for Phase 1 of The COFI Way, which develops the capacity of parents and caregivers to be leaders and advocates in their community.
Christina holds a bachelor’s degree in Psychology from Ohio State University and a master’s degree in Leadership and Organizational Change. She enjoys spending her free time watching football with her partner, Monte, and going on adventures with their three-year-old son, Louis, and bonus daughter, Ava.
Cassandra Lee
Cassandra Lee (she/her) is the Region 41 Administrative Support. She has over 18 years of experience in nonprofit support and management. Cassandra has led efforts to address social and systemic changes in communities. She has worked in case management and the education system, collaborating with strong alliances to create environments of collective care and build resources and investments to enrich the conditions that create wellness and health in communities.
Cassandra received a B.A. in Human Resources and an MBA in Business from Lindenwood University. She enjoys living that promotes simplicity in one’s lifestyle and making time for self-care, family, and friends.

Adrienne Kaesberg
Adrienne Kaesberg (ella/la) es la Gerente Regional del Comité para la Región 41. Es originaria de Illinois y tiene la oportunidad de vivir y trabajar tanto en entornos rurales como urbanos dentro del estado. Adrienne es una defensora de los niños y las familias. Ha trabajado con varios socios de la comunidad, incluida su participación en el comité ejecutivo de la Alianza de Aprendizaje Temprano de Greater East St. Louis (Greater East St. Louis Early Learning Partnership). Christina Owens
Christina Owens (ella/la) es la Especialista en Participación Familiar y Comunitaria de la Región 41. Christina ha vivido y trabajado en el condado de Madison durante los últimos seis años. Fue proveedora de cuidado infantil familiar y directora de centro, y durante los últimos cuatro años ha trabajado en Brightpoint promoviendo el acceso equitativo a experiencias de alta calidad en la primera infancia para todas las familias. En Brightpoint, tuvo el privilegio de brindar un apoyo esencial a las iniciativas de colaboración en primera infancia en los condados de Madison, Monroe y Randolph, así como en East St. Louis. Cassandra Lee
Cassandra Lee (ella/la) es el Asistente Administrativo de la Región 41. Tiene más de 18 años de experiencia en apoyo y administración de organizaciones sin fines de lucro. Cassandra ha liderado esfuerzos para abordar los cambios sociales y sistémicos en las comunidades. Ha trabajado en la gestión de casos y el sistema educativo, colaborando con fuertes alianzas para crear entornos de atención colectiva y construir recursos e inversiones para enriquecer las condiciones que fomentan el bienestar y la salud en las comunidades.
Cassandra recibió una licenciatura en Recursos Humanos y un MBA en Negocios de la Universidad de Lindenwood. Disfruta de una vida que promueve la sencillez en el estilo de vida y dedica tiempo al cuidado personal, la familia y los amigos.
